Mr. Garner currently serves as the Program Executive Officer Land Systems (PEO LS) for the U.S. Marine Corps, where he manages a portfolio of over 20 ACAT I-IV programs approximating $7 Billion.

Mr. Garner was commissioned into the U.S. Marine Corps at Rice University in Houston, Texas in 1974.  As a Marine Corps Officer, he served in a variety of leadership and command positions both in the Marine Corps and joint billets. In 1990, Mr. Garner served in the Philippines as the Operations and Executive Officer of a Marine Air-Ground Task Force defending U.S. bases and interests in response to a coup.

His military schools, include Marine Corps Command and Staff College, Armed Forces Staff College, and the Army War College. He also attended the Federal Executive Institute.

His final active-duty assignment was as Program Manager for the Joint Lightweight 155mm Howitzer (JLW-155) Program at Picatinny Arsenal, N.J., where he successfully fielded the Howitzer. He also managed several other programs to include the U.S. Army Towed Artillery Digitization Program and the M-119 Howitzer Program. In 2005 he retired with 31 years of service and joined the Federal Service at Marine Corps Systems Command.

While at MCSC, Mr. Garner fielded several programs to include the Expeditionary Fire Support System and Internally Transportable Vehicle. He managed a variety of programs to include Assault Amphibious Vehicles and Tanks, and was Program Manager for the High Mobility Artillery Rocket System and other fire-support programs supporting war fighters in Iraq and Afghanistan.  In 2013, he became the Program Manager for Advanced Amphibious Assault where he led both AAV-Survivability Upgrade and Amphibious Combat Vehicle 1.1 to successful Milestone B decisions and beyond.

Mr. Garner holds a Bachelor of Science degree in Civil Engineering and fulfilled degree requirements for a Bachelor of Arts in Economics from Rice University. He holds a Master of Business Administration degree with distinction from Harvard Business School.

His military decorations include the Legion of Merit, the Defense Meritorious Service Medal, and the Meritorious Service Medal, along with several other personal and unit awards. He is a recipient of the Ancient and Honorable Order of Saint Barbara. His acquisition awards include the Donald Roebling Award for Acquisition Innovation and Excellence and the Commander's Award for Excellence in Program Management (team award).
